Relations with the Soviet Union are deteriorating. Nuclear war threatens to engulf the two super-powers. When U. S. intelligence learns that the Soviets are in the process of developing a new generation of nuclear weapons that will make the atomic bomb pale by comparison, the President is left with little choice. Faced with the threat of nuclear blackmail he gives the go-ahead to build this new super weapon as well. He then charges a member of his staff, Cdr. Mike Michaelson with the task of keeping the Soviets from uncovering our secrets as they had done earlier during the Manhattan project. Taking over his new duties, Mike quickly becomes embroiled in a high-stakes game of espionage and counter-espionage with his Russian counterparts, eventually leading to a dramatic confrontation in the waters off Eniwetok Atoll in the South Pacific.
