He died in a simple fishing accident.  Or so the government says.

Soon the icy water in the engine room was ankle deep.  Soaked through and shivering involuntarily, John Taylor pulled his way to the still body of his companion and touched his neck for pulse signs.  Nothing.  Fullerton had broken his back in the fall.  Taylor stripped off his jacket and laid it carefully across the dead face before hobbling back toward the control console, the water tugging now at his calves as he limped away from the ladder that led to safety.  He cranked the phone handle and lifted the receiver, steeling himself for more horrors.  None came.  The line was dead.
